We have an exciting opportunity for a Senior Government Compliance Specialist to work within our Finance and Accounting team, located in Torrey Pines, CA.
DUTIES & RESPONSIBILITIES:
Maintains company government contract cost accounting framework, including CASB disclosure statements, accounting changes and related cost impact analyses.
Acts as the primary point of contact for DCAA/DCMA and/or Contract Audits.
Responsible for timely submittal of Incurred Cost Submissions and negotiation of final rates.
Submits Forward Pricing Rate Proposals and supports its audits.
Establishes and maintains a Forward Pricing Rate Agreement and provisional Billing Rates.
Prepares government-reporting forms in support of contracts with appropriate reporting requirements.
Presents to management recommendations to improve process, compliance and project results.
Collaborates with Business Units to ensure accurate and timely labor charging as well as conducts periodic labor floor checks.
May function in an advisory or leadership role and provide direction and guidance to less experienced staff.
Maintains the strict confidentiality of sensitive information.
Utilizes MS office Suite, SAP, and other applications.
Performs other duties as assigned or required.
Typically requires a bachelor's or master's degree in accounting, finance or related discipline along with eight or more years of progressive experience in accounting with a bachelor's degree or six or more years of experience with a master's degree. Equivalent professional experience may be substituted in lieu of education.
Advanced working knowledge of FAR, CAS, DFAR, Contract Clauses, Indirect Rates, Forward Pricing Agreements, and related rules and regulations is desired.
Demonstrate ability to interpret regulations, research government contracting and accounting issues, and develop solutions that maximize the company’s position.
Clearly organize and articulate complex regulatory information for the purpose of supporting a position and/or effectively transferring knowledge.
Must demonstrate an extensive understanding of accounting theories, concepts and principles and experience demonstrating a broad application of those concepts as well as a thorough understanding of generally accepted accounting principles, cost accounting standards, and FAR.
Must possess leadership skills including organizing, scheduling, and coordinating work assignments to meet project milestones or established completion dates.
Must possess: (1) the ability to identify issues, analyze and interpret data and develop innovative solutions to a variety of complex problems; (2) excellent analytical, verbal and written communication skills to accurately document, report, and present findings; (3) excellent interpersonal skills to influence and guide all levels of employees, including management and senior external parties; (4) the ability to contribute to the development of new processes or systems and communicate new concepts; (5) the ability to represent the company as a knowledgeable resource on external projects; and (6) excellent computer skills.
The ability to work independently or in a team environment is essential, as is the ability to work extended hours and travel as required.
