General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.

GA-ASI Sustainment Organization is looking for a Program Manager to lead a team within the MQ-9B SkyGuardian Global Support Solution Sustainment team located in Poway, CA. This position reports to the Director, Global Material Management Services and is responsible for the development and implementation of sustainment activities and program operations to support all SGSS MQ-9B customers. These efforts include developing, overseeing, and coordinating material management efforts for multiple programs while acting as a liaison between program management, contracts, finance, manufacturing, and external customers across various contracts. Typically accomplishes objectives through subordinate managers. Responsible for decisions that could impact outcomes where erroneous decisions could cause serious schedule delays and expenditure of additional time and resources.

DUTIES AND RESPONSIBILITIES:

  • Manage all phases of the program(s) from conceptualization through completion, including acquisition, planning, and managing technical performance to ensure quality, business, and financial objectives are attained.

  • Develop and deliver progress reports, proposals, requirements documentation, and presentations which usually serve multiple customers.

  • Supervise and direct the work of project management staff, oversee their output for consistency and accuracy, and provide technical support and direction when necessary.

  • Participate with technical staff and/or Division/Group executive management to develop and implement current, annual, and long-term technical, schedule, quality, business, and financial objectives for the program(s).

  • Develop forecast memos to support current and future MQ-9B customers.

  • Collaborate with engineering to establish program criteria that directly affect MQ-9B systems.

  • Act as the Liaison for program activities and may lead program review sessions with customers to discuss cost, schedule, and technical performance.

  • Influence, and coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract(s)

  • Ensure leadership and excellence is maintained by participating in the planning, attraction, selection, retention, and development of the required management, professional, and technical talent.

  • Identify program issues and provide leadership in developing solutions such as re-allocation of resources or modifying contract specification.

  • Maintain the strict confidentiality of sensitive information.

  • Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company.

  • Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.

Job Qualifications:

  • Typically requires a Bachelors, Masters or PhD in engineering, science or a related technical field as well as eleven or more years of progressively complex program administration experience with at least five of those years managing programs. May substitute equivalent experience in lieu of education.

  • Demonstrates technical expertise and application of program management principles, concepts, and practice as well as program management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.

  • Must be able to develop solutions to problems that require coordination across program requirements.

  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.

  • Customer focused, must be able to work on a self-initiated basis and in a team environment.

  • Ability to obtain and maintain DoD Security Clearance Required.

Desired Qualifications:

  • Knowledge of GA-ASI manufacturing, procurement, and forecast memo practices and procedures

  • Experience with SAP

  • Knowledge / experience with MQ-9B aircraft systems

  • Knowledge / experience with Earned Value Management

  • Must have a thorough understanding of OPUS Suite or other Spares Modeling Software

  • Ability to coordinate departmental and/or cross-functional teams to assign and prioritize tasks

  • Proficient with Microsoft Office Suite such as Word, Excel, PowerPoint, Project, and Visio
