General Atomics and Affiliated Companies Cost Estimating Compliance Manager in Poway, California

This position is responsible for managing assigned elements the cost estimating compliance related activities for various organization(s) in support and defense of GA-ASI Estimating Business System and related internal/external audits, fact-finding, and negotiation support activities. Participates in the maintenance and update of policies and procedures to ensure company processes are in compliance with applicable laws and regulations. Protects the company position, may participate in self-surveillance of the Estimating System, and implement process improvements and/or corrective actions when necessary. Provides counsel to management regarding potential risks. Typically accomplishes objectives through professional staff.

DUTIES AND RESPONSIBILITIES:

  • Ensures compliance with DFARS Estimating System requirements.

  • Represent the organization in communications with the company’s senior management and executive leadership as well as external contacts, including but not limited to customers, potential customers, and government customer representatives (such as DCMA, DCCA).

  • Review and ensure timely responses to Requests for Information (RFI) through closure.

  • Maintain, update, develop, and implement estimating system policies and procedures, and related training.

  • Reviews and maintains metrics to identify trends and areas for process improvement, and develops new standards or techniques as required; develops appropriate electronic and hard copy reports and records.

  • Leads or participates in the review of proposed cross-functional process related changes to ensure that the aforementioned guidance is kept current, accurate and complete while meeting company objectives and ensuring compliance with FAR and related governmental rules and regulations.

  • Manages the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required management, professional, and technical talent.

  • Maintain the strict confidentiality of sensitive pricing, estimating and related information.

  • Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.

  • Perform other duties as assigned or required.

Job Qualifications:

  • Typically requires a bachelor's degree in business administration, industrial/cost engineering, or a related discipline, and eleven or more years of progressive cost estimating experience, preferably with a defense contractor, with at least five of those years in management. Equivalent professional cost estimating experience may be substituted in lieu of education.

  • Demonstrated leadership or supervisory experience and have the ability to lead cross-functional team representing the organization as a point of contact on estimating related matters.

  • Must have a thorough understanding of applicable laws and regulations including Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR) and FAR supplements.

  • Must possess the ability to identify and resolve complex management and technical problems of diverse scope.

  • Strong communication, leadership, presentation, and interpersonal skills are required.

  • Must be able to work on a self-initiated basis and in a team environment.
