This position is responsible for managing and coordinating the daily, monthly and annual financial aspects of Flight Test and Training Center (FTTC) Program Finance, Cost Accounting and Supplier Management. Serves as the liaison between FTTC Program Management and Accounting, Purchasing, Capital Management and other Program Business Area Managers to present and exchange information. Continually reviews status of the Program Cost Center budget; manages Cost Transfers for internal customers and develops appropriate reports to document status. Assesses FTTC issues and develops solutions to meet production, quality, and customer-satisfaction goals and objectives. Participates in the development of plans for monitoring FTTC expansion, tracking progress and for intervention and problem solving with facility management, capital management, and Program Leadership.
Duties and Responsibilities
Act as a lead providing direction and guidance to employees working on assigned Capital Projects.
Assist with development of Capital project plans and manage resources to ensure project schedule, budget, quality, and specification goals are attained.
Monitor Capital Project schedule, timeline, and milestones from initiation to delivery to meet delivery goals.
Coordinate departmental and/or cross-functional teams to assign and prioritize tasks focused on delivering new or upgrading existing products and/or services.
Identify and assess Capital Project issues and develop recommendations for solutions to meet productivity, quality and customer satisfaction goals and objectives.
Monitor work of Capital Project management staff, providing technical support and direction when necessary.
Create Financial progress reports, monitor and control overhead budget, assess and report variance in project execution for customers.
Create technical requirements documents for proposals, requests for proposals, and purchase requests. May present results to Program staff and Leadership when necessary.
Coordinate with cross-functional team and Program Leadership to expand services and potential business opportunities.
Ensure compliance with international, governmental and other regulations.
Maintain the strict confidentiality of sensitive information.
Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company.
With general supervision, this position is responsible for the administration of most financial aspects of ongoing FTTC Program execution.
Up to 25% travel is required.

Clearance Level: Secret
Typically requires a Bachelor's in Business Administration or related discipline and nine or more years of progressively complex experience in the project administration field with at least three of those years in project management. May substitute equivalent experience in lieu of education.
Must have a thorough understanding of project management processes and procedures, planning and scheduling methods, and budget management as well as the ability to organize, schedule, and coordinate workloads to meet established milestones and budgets.
Ability to initiate, plan and manage projects
Ability to identify issues, analyze and interpret data and develop solutions to a wide range of complex issues
Strong communication, computer, documentation, presentation, and interpersonal skills; and
Ability to work independently and as part of a team.
Must be able to work extended hours and travel as required.
Familiar with Purchasing and Subcontract process, be able to establish productive working relationship with buyers and sub-contract administrators.
Thorough knowledge of SAP and be able to find procurement information, business reports, find and verify invoices.
Familiar with the policies and regulations governing the use of direct funds, overhead funds, capital funds, non-allowable expenses.
Familiar with principals of Earned Value Management, be able to assess, monitor and control variance in a cost type account.
